Well, maybe he is a pirate and he captured mixed guns for his ship and has to use what's avaliable like they did (and come to think of it why we can't over-gun our ships as well...grrrr...I guess it might capsize in space and we would all drown in...

I think K-space could migrate to a W-space local without too much balance issues and what needed it could be adjusted to work with it. Honestly cloaking/PvP wouldn't be that buffed by it, nor nerfed, industrials and other freighters need some buf...

You could always just set it to "allow" and the tax to "0" and people would talk to you without issue... and if you don't like them, you can always "close the window" and if they persist, then you can always "block" them or "report" them, etc. - S...

Simple fix - change the name of each Smartbomb to Energy Pulse Weapon - EMP Pulse weapon, Kinetic Pulse weapon, etc... much cooler and actually correct name... agreed smartbomb isn't so smart a name. As for additional PDS, I can't really see it.....
